Commercial Pet Transport Between the UK and the EU

Commercial pet transport applies when a journey involves the sale, adoption, rescue, rehoming or transfer of ownership of an animal, or when the requirements for non-commercial pet travel are not met.

Whether or not profit is made does not determine the classification. Rescue, adoption and rehoming journeys are normally treated as commercial movements.

This page provides a general overview for dogs, cats and ferrets. Birds and other small animals may require different certificates and import conditions, which must be checked separately.

What Is Classed as Commercial Pet Transport?

A journey will normally be classed as commercial if ANY of the following apply:

• The pet is being sold, adopted, rescued, rehomed or transferred to a new owner
• The owner is not travelling with the pet or within five days before or after it
• The person accompanying the pet does not have the owner’s written authorisation
• More than five pets are travelling, unless the requirements for a competition, show, sporting event or training exception are met
• The journey does not meet the legal requirements for non-commercial pet travel

For pet-travel classification, using a professional transporter does not by itself make an otherwise qualifying non-commercial movement commercial. The purpose of the journey, ownership of the pet and the owner’s travel arrangements determine its classification.

Transporter authorisation and animal-welfare requirements still apply to the transport company.

Documents Required for Commercial Transport

The exact paperwork depends on the species, origin, destination, purpose and direction of travel.

Great Britain to the EU or Northern Ireland

Requirements may include:

• Microchip
• Valid rabies vaccination and any other required treatments or tests
• The correct Export Health Certificate, completed by an Official Veterinarian
• TRACES NT pre-notification and a CHED-A completed by the importer or agent, where required
• Approved importer and destination details
• Customs documentation and transport records

EU to Great Britain

Requirements may include:

• Microchip
• Valid rabies vaccination and any other required treatments or tests
• An Export Health Certificate issued by the exporting country’s Official Veterinarian or competent authority, normally through TRACES NT
• A CHED-A import notification created on IPAFFS by the Great Britain importer or agent
• Approved importer and destination details
• Customs documentation and transport records

All required paperwork must be checked and completed before collection.

Transporter and Vehicle Requirements

Commercial pet transport must be carried out under the correct transporter and vehicle approvals for the countries and jurisdictions involved.

Rescue, Adoption and Rehoming Transport

Rescue, adoption and rehoming journeys involving a transfer of ownership must travel under commercial rules.

This remains the case when transport is provided by a volunteer, funded by donations or carried out without profit. Describing a journey as “cost only” does not change its legal classification.
